- Title handwritten at top of leaf 1."After the year 1871, when the practice of making formal treaties with Indian tribes was discontinued by statute, the government began to negotiate a formal style of agreement with the Indians for the settlement of matters requiring the consent of the tribes. ... From 1872 to 1904 sixty-seven Indian agreements were ratified by the Congress. Almost three-fourths of these agreements were made after the passage of the General Allottment Act of 1887, and usually provided for the cession to the United States of the so-called 'surplus lands', which had neither been allotted to individuals nor reserved for other purposes, such as schools. No ratified agreements have been found in the records from 1905 to 1907. Only a few formal agreements have been made with the tribes in later years. However, provisions concerning the disposition of Indian lands and property have been included in acts of Congress not based on prior negotiations. The list includes the documents concerning the negotiation (proper) of Indian agreements, which have been found in the records of the Bureau of Indian Affairs (Record Group 75), and the Office of the Secretary of the Interior (Record Group 48)"--Leaves 1-2.
